The best PHO w/o MSG in downtown. Also, if you like really spicy food, try the bun bo hue (thick VN Beef Soup) with red cabbage, sprouts, and spicy sauce.

Their menu has very detailed explanations of their ingredients including pictures. Pho is $4.75 for a small and $5.75 for a large. They also have rice and vermicelli.
